Problem:
The Distributed Renewable Energy (DRE) sector in East Africa faces fragmented and poorly understood demand-side financing structures, with limited visibility on how SMEs access capital, how finance flows are structured, and how regulatory frameworks (including securitisation of DRE assets) enable or constrain investment in Kenya, Rwanda, and Uganda. This constrained the development of scalable climate finance solutions.
Solution/Outcome:
A comprehensive mapping study was conducted to analyse demand-side actors, financing flows, and capital market regulations relevant to DRE SMEs. The study combined ecosystem mapping with regulatory analysis of securitisation frameworks. The study provided actionable evidence that informed the design of a Climate Aggregation Accelerator Programme, strengthening its ability to structure scalable financing mechanisms for distributed renewable energy SMEs across East Africa.
